Uzbekistan is a peace-loving country. Establishing friendly and warm relations with other countries is one of the most important conditions for the well-being of the people and peace of the country. This is why it is necessary to add special articles to the Constitution on foreign policy - it is very important to establish friendly and peaceful relations with all countries in a time of crisis. Uzbeks are a nation that knows the value of peace It is not for nothing that there is a folk saying that a house that has quarreled for one day will be blessed for forty days. Our people are intolerant of even small disputes between their neighbors, let alone big conflicts, and always ask for peace in their prayers. Such will of the people must be reflected in its basic law - the Constitution. War is not good The fact that there are wars and mass conflicts in the world in various forms is a concern for humanity. Bloody conflicts have not stopped in some countries for 20-30 years. For many years, we have seen that cold relations with foreign countries, especially with neighboring countries, never lead to good. Therefore, a clear provision is being introduced in the Constitution so that such a situation does not happen again. That is, Uzbekistan maintains a friendly foreign policy with all countries. He cannot make a country his enemy for trivial reasons. War does not start for some people. Article 17. The Republic of Uzbekistan is a full-fledged subject of international relations. The foreign policy of Uzbekistan is based on the principles of sovereign equality of states, non-use of force or threat of force, non-violation of borders, territorial integrity of states, peaceful resolution of disputes, non-interference in the internal affairs of other states, as well as other generally recognized principles and norms of international law. . Article 18. The Republic of Uzbekistan implements a peaceful foreign policy aimed at the comprehensive development of bilateral and multilateral relations with countries and international organizations. Based on the highest interests of the state, the people, its well-being and security, the Republic of Uzbekistan may form alliances, enter and leave commonwealths and other interstate structures. Positive changes in foreign policy Uzbekistan is developing friendly, close neighborly and mutually beneficial relations with the countries of Central Asia. At the initiative of Shavkat Mirziyoyev, it was established to hold consultative meetings of the leaders of the Central Asian countries. Borders with our neighbors were opened, blood relatives who had not seen each other for many years met again. The share of the total volume of foreign trade with the countries of Central Asia was 10.3% in 2017, and in 2021 this indicator reached 15.1%. Another important aspect of this article is that Uzbekistan can join or leave the international union councils of one form or another only in the interests of the people. For example, at one time, Uzbekistan was a member of the Collective Security Treaty Organization (CSTO), but after this organization militarized its direction, it decided to leave it. In such cases, it is necessary to act based on the interests of the people, and the fact that it is strengthened in the Constitution helps to implement specific strategies in foreign policy. The introduction of this new principle of friendly and peace-loving foreign policy with all countries into our constitution is a correct conclusion drawn from bitter mistakes. In general, today, the countries that live in their shell and live in favor of everyone become isolated. And this harms only and only that country itself, or rather its people. It can be said that it is the most correct decision to establish bilateral and multilateral beneficial relations with all countries, putting the interests of their people first.
