According to a government resolution, signs displayed on the exterior of buildings or structures—indicating a business's name, type of activity, or trademark—are not classified as "external advertising." Consequently, there is no requirement to obtain an "advertising space passport" for such signage. Furthermore, legal entities may submit an electronic notification via the Unified Interactive State Services Portal to place advertisements on vehicles they own. In such cases, an advertising space passport is generated automatically, and no fee is charged. The resolution also establishes procedures for the dismantling of external advertising structures. Under these rules, the owner of the structure must be notified in writing two days in advance, and information regarding the dismantling must be published on a website. Dismantling operations may only be carried out on business days between 09:00 and 18:00.
