The President signed the new decree

The Decree of the President of the Republic of Uzbekistan on comprehensive measures to provide high-quality social services and assistance to the population and establish an effective control system was announced.

According to the document, the main directions of address protection of the population were determined:

introduction of a professional social protection system based on a comprehensive approach;
ensuring the socialization of the population in need of assistance by increasing the effectiveness and addressability of the social protection system;
organization of social protection up to the neighborhood level, provision of social services and assistance to the population in a difficult life situation in accordance with an individual approach;
expanding coverage of the population with social insurance mechanisms;
to identify families in risk groups and prevent them from falling into a serious social situation by providing complex social services;
creating a comfortable environment for people with disabilities to live.
Under the President of the Republic of Uzbekistan, the National Agency for Social Protection (hereinafter referred to as the Agency), as well as its "Inson" social service centers in the Republic of Karakalpakstan, regional and Tashkent city administrations, and districts (cities) were established.

From June 15, 2023, the new agency structure will include:

Inspection of medical and social expertise and its regional divisions;
National Center for Rehabilitation and Prosthetics of Persons with Disabilities and its regional centers;
The Republican Center for Rehabilitation and Adaptation of Women and its regional departments;
Republican rehabilitation center for assistance to victims of human trafficking;
"Muruvat" and "Sakhavat" boarding houses for the elderly and disabled;
Republican boarding house for war and labor veterans;
sanatoriums for the elderly, persons with disabilities, war and labor veterans;
From January 1, 2024, from the system of the Ministry of Health:

Children's homes;
Orphanages from the system of the Ministry of Pre-school and School Education;
sectors of working with minors and family orphanages from the system of local executive authorities;
From August 1, 2024:

Specialized schools and boarding schools for children with special educational needs from the system of preschool and school education, multidisciplinary specialized preschool educational organizations and specialized educational institutions;
Specialized vocational schools for persons with limited opportunities from the system of the Ministry of Higher Education, Science and Innovation;
From January 1, 2025:

Centers for the rehabilitation of persons who do not have a specific place of residence from the system of the Ministry of Internal Affairs;
The Social Insurance Fund will be transferred from the system of the Ministry of Economy and Finance.
The proposal of the National Paralympic Committee of Uzbekistan to transfer the endurance school of Paralympians to the structure of the Agency from June 15, 2023 and to coordinate the activities of the Institute for Training Specialists in Paralympic Sports.

The agency is the authorized state body for the development and implementation of the unified state policy in the field of social protection of the population and provision of social services.

The agency performs its activities independently of other state bodies and organizations and their officials.
