In Uzbekistan, public services are fully electronic. This was announced by presidential candidate Shavkat Mirziyoyev.
It is noted that people are busy for public services and do not fill out applications or forms, do not present passports or other documents. State agencies receive the necessary documents from the electronic system.
"We will launch electronic service points in every neighborhood and turn them into places where all issues can be solved in one step."
We will fight fiercely against corruption. This evil must have absolutely no place in our society! In order for such a principled vision to be firmly established in the life of our society, we must all work together firmly," said Shavkat Mirziyoyev.
It is reported that within the framework of the latest reforms, the powers of the Parliament have been expanded and the accountability of the Government has increased. These changes require political parties to strengthen their responsibility to their electorate. For this purpose, in order to increase the role of parties, to demonstrate their strength and capabilities in practice, a mixed, that is, majoritarian-proportional electoral system will be introduced.
Now, citizens elect a specific candidate for 75 of the 150 seats in the Legislative Chamber, and vote for a political party for the remaining 75. In such a system, no voter's vote is ignored.
A system will be introduced in which the governors are accountable to the Council and the people. Due to property and land taxes remaining in the neighborhood, 3 trillion soums will be generated in the budget of the neighborhood.
In the next year, the funds allocated to the "Open Budget" will be increased 3 times and will reach 24 trillion soums. The term of office of neighborhood chairpersons will be extended from 3 to 5 years.
"Until today, the authority to sanction 7 types of investigative actions has been transferred to the courts, and now their scope will be expanded even more. However, now a judge in the district is both sanctioning the restriction of rights in the investigation and passing judgment on the criminal case. Of course, impartiality and justice are violated here. Therefore, from now on, I think it will be right for individual judges to sanction the restriction of rights in the investigation," he said.
Based on the request of the victim, the possibility of reconciliation is created without initiating a criminal case.
"Also, it is necessary to reduce the practice of "detaining and interrogating" people, instead of that, it is necessary to create the opportunity to widely use bail.
It is necessary to expand the possibilities of applying to our courts in this matter. "Confessions" from incarcerated persons must not be accepted as evidence. Based on world practice, it is necessary to expand alternative punishments for those who have committed crimes, so that they can go on the road to recovery in the future. Each punishment should be educational and serve to prevent repeated crimes.
Further liberalization of criminal liability for entrepreneurs, I think, will be correct. In particular, an entrepreneur should not be liable for tax-related crimes if he compensates the damage before the court verdict (now only 30 days are given at the beginning of the investigation)," said Shavkat Mirziyoyev.
