We are all proud of the fact that our neighborhoods, which are the symbol of our national identity, have become a place of peace and harmony, mutual respect and solidarity in our beautiful and unique homeland. Great work is being done in recent years to increase the authority of this office, which is a unique system of self-management, to make it a true conscience of the people, to expand its rights and powers, to strengthen the material and technical base and the potential of personnel. First of all, these works are to ensure employment, to provide targeted assistance to families, women, youth, our enlightened fathers and mothers in need of social protection, to train citizens in modern professions and entrepreneurship, to reduce poverty, and to provide spiritual education. Our work on the improvement of neighborhoods and the development of their infrastructure has fundamentally changed the image of our country and is serving to raise the standard of living and culture of our people. Speaking about this, in 2022, large-scale construction and beautification works were carried out in 4,000 neighborhoods at the expense of nearly 27 trillion soums allocated from the budget within the framework of "Prosperous village", "Prosperous neighborhood" and other programs, hundreds of schools It should be noted that kindergartens, medical facilities were built and renovated, electricity, drinking water, natural gas and heat supply, road and transport systems were improved. 30 trillion soums will be allocated to another 5,800 neighborhoods for these purposes in 2023 - "Year of attention to people and quality education". The most important thing is that the social activity of our compatriots, the sense of belonging to their neighborhood, the fate and future of our country is increasing. In this regard, the introduction of the "Initiative Budget" program plays an important role. Based on the proposals put forward within the framework of this program, many urgent issues affecting the life of the population are being resolved in a timely and effective manner. Dear compatriots! Increasing the role of the neighborhood in our social and economic life will continue to be in the center of our attention. For this purpose, the assembly of citizens of the neighborhood is given the right to submit proposals to the sessions of the local councils of people's deputies in the area where it is located, to participate in the development and discussion of draft decisions of the council. Also, in order to identify and solve social problems that cause objections among the population, the practice of holding discussions by the head of the neighborhood, hearing information from the heads of relevant state bodies and organizations at the neighborhood council every month, and "neighborhood control" and "neighborhood chairman survey" institutions will be introduced. This year, for the first time in our history, as an experiment, a "neighborhood budget" system will be established in one district of each region, and part of the property and land tax will be left to the neighborhoods themselves. This is important for their independent solution of the existing problems in the territory of our neighborhoods. Depending on the practical results of this experiment, we will consider the issue of implementing it throughout our republic in the future.
