The work of women activists in Uzbekistan on the comprehensive study of the problems of needy families and citizens and their assistance in solving them, targeted assistance to the population in need of social protection will be organized on the basis of a new system. This is provided for by the relevant decision of the Cabinet of Ministers, published for public discussion.

According to the document, the list of social services that will be facilitated by women activists will be approved. The ministries and departments responsible for the provision of listed social services have developed administrative regulations for the provision of services in electronic form and are implemented in stages through the module “social service in the neighborhood”.

The women's activist lists the appeal of the service recipient through the module through telephone communication, e-address or a message received on the social network, by going to the place of residence or by a personal meeting, on the basis of the recommendations of the responsible staff.

The need for Social Services is determined by primary assessment and comprehensive assessment of service recipients. In the process of primary assessment, the level of risk (no risk, low, medium, high) is determined.

The women's activist, having studied the reason for the appeal and the conditions of the recipient of the service, determines the reasons for getting into a difficult situation. In the form of primary assessment, the necessary notes are entered, and in the case of the recipient of the service, the existing risk and protection factors are determined.

A low level of risk is considered if, during the primary assessment, risk factors are identified that do not significantly affect the life, activity of the recipient of the service. In this case, services can be either short-term or one-time, solved by directing to the responsible organization.

The service is considered a mid-level risk if there are two or more problematic situations in the life, activities, Health, Family, work or studies and social relations of the recipient.

If there are such situations as problems in four or more areas that seriously negatively affect the life of the recipient, domestic violence, cruel treatment or cruel treatment with a child, tobelik to alcohol or drugs, problems in morality, Outlaws, severe mental disorders, loss of residence, family conflict and unrest, the recipient of the service will be the basis for

Social services are primarily provided to persons of the following categories:

seniors;
those with limited movement activity, partial or complete memory loss;
severe illness, patients whose treatment requires a long period of time;
mental illness and behavioral disorders, including individuals consuming psychoactive substances;
people with disabilities;
those who need housing;
the unemployed;
the underprivileged;
children who have been diagnosed with behavioral disorders due to parental alienation;
minors who were prevented from being raised by parents or their replacement persons;
those who have lost social ties, including those who returned from being in places of deprivation of Liberty;
repressed and abused;
those who find themselves in a trafficking situation;
victims of Fire, natural disaster, disaster.
According to the results of the assessment, the women's activist carries out appropriate measures to eliminate the problems that prevent the recipient of the service from living a normal life, to assist him in the provision of social services.

That is, the service analyzes the problems identified during the appeal of the recipient. Together with him, he develops a social services plan aimed at troubleshooting. The service directs the recipient to authorized organizations to use social services. The service trains the recipient in important life and social skills, gives advice.
