VAT will be refunded to residents who entered the social register who bought meat, eggs and vegetable oil in Uzbekistan

The presidential decision "On additional measures to expand and support the production, processing of agricultural products in 2023" was adopted. This was reported by the "Legal Information" channel on Telegram. According to the decision, from April 15, 2023, as an experiment, the following new system of project financing of initiators will be introduced through the "Agroservis operator" DUK under the Agency for the provision of services in agriculture: projects in the direction of creating storage, processing, and logistics capacities of fruits and vegetables are submitted to the district project offices of the agency and delivered to the "Agroservis operator" DUK through the single electronic information platform of the Ministry of Agriculture; intensive orchards and vineyards, agro-logistics facilities and technological lines, lines in the food industry are built and ready-made and handed over to entrepreneurs on a lease basis. In this case, 10% of the lease payment will be paid in advance, 10% will be the share of the initiators, and 80% will be paid in installments over 10 years. The practice of monitoring and analyzing the growing season of 8 main types of agricultural products (cotton, grain, rice, onions, carrots, potatoes, corn and oil crops) will be introduced in the Ministry's Geoinformation system. Until June 1, 2023, the processes of allocating preferential loans for the cultivation of cotton, grain, fruits and vegetables will be digitized, and the information system "Agroplatform" will be introduced to agricultural producers. From May 1, 2023, individuals included in the "Unified Register of Social Protection" will be reimbursed the amount of VAT paid on the purchase amount, instead of a payment of 1 percent of the purchase amount, when purchasing goods from the following list at retail facilities. The list of certain types of food products for which the amount of value added tax is refunded when purchased by individuals included in the "Unified Register of Social Protection": mutton; poultry meat; beef; eggs; vegetable oil. From June 1, 2023, all subsidies in the field of agriculture will be implemented through the information system "Giving subsidies to producers of agricultural products". According to the decision, a budget loan of 400 billion soums at an annual rate of 10 percent will be allocated to the Horticulture and Greenhouse Development Fund in 2023 as part of the relevant decision of the president. A center for the analysis of the prices of the main types of agricultural and food products will be established under the ministry. At the same time, in 2023, model orchards and vineyards will be established in each region with an average of 250-300 hectares. In the Republic of Karakalpakstan, the area of land for growing livestock feed will be increased from 2 hectares to 5 hectares. Earlier, Shavkat Mirziyoyev criticized that some districts are not able to provide themselves with basic food products. More than 2 million families will be relieved by the refund of VAT to the population included in the social register who purchased beef, sheep and poultry meat, eggs and vegetable oil.
