According to diplomatic sources aware of the draft package 11 of the EU sanctions against Russia, dozens of new companies registered with the document in China, Iran, Kazakhstan and Uzbekistan can be included in the EU blacklist.
The EU states held their first discussions on Wednesday on new sanctions aimed at companies from several countries due to Russia's war in Ukraine, which restrict exports to third countries due to breaches of trade restrictions.
According to Reuters, We are talking about dozens of new companies that have opened in China, Iran, Kazakhstan and Uzbekistan.
European Commission President Ursula von der Lyayyen said that the new sanctions were aimed at preventing Russia from circumventing existing trade restrictions and were developed in “very close cooperation” with the G-7 states.
“If we know that the goods will reach third countries from the European Union, and then Russia, we can propose that member states sanction the export of these goods. This tool will be the last resort and will be used with caution,” he said.
He added that the EU will stop most of its exports, including the transit of high-tech products and aircraft parts through Russia.
Also, according to media sources, the new sanctions prohibit oil tankers from carrying cargo or reaching ports on the high seas with their GPS trackers disabled. Russia is said to be acting in this way against violating the G-7 restrictions on oil trade.
Is Russia using the territory of Central Asia to circumvent sanctions?
The revelations that the euroittifac is going to impose sanctions on the Central Asian countries that are helping Russia sounded as early as March.
The Telegraph wrote that the sanctions would apply to countries supplying Russia with large quantities of washing machines and outdated cars. Because semiconductors and automotive parts contained in washing machines can be used in the military industry.
"Observers noticed a significant increase in consumer goods turnover between the EU and the Kremlin's traditional allies in Central Asia. On the new routes, activity increased by 60-80 percent, there is concern that Russia is using them in bypassing sanctions,” the English publication said in a message.
Officials say that among the goods exported from the European Union to countries such as Kazakhstan, Kyrgyzstan and Uzbekistan, there are mainly washing machines, old machines and photo machines.
For this reason, there were also concerns that many goods were disassembled and used semiconductors and other components derived from them to repair Russian tanks, armored vehicles and drones damaged in Ukraine.
In general, it is noted that since the beginning of the year exports from the European Union to Uzbekistan and other Central Asian countries have been growing suspiciously. It was therefore reported that the European Union would investigate.
In February, however, it was discovered that Russian wheat was being exported to Uzbekistan, Afghanistan and Tajikistan under the guise of Kazakhstan.
In March, the US called on Uzbekistan to be cautious due to sanctions. In April, however, David O'sallivan, the euroittifac special representative for sanctions, arrived in Tashkent.
In April, the US imposed sanctions on the relatives and companies of billionaire Alisher Usmanov, as a result of which the Okhangaronsement plant also fell under the restriction. The main shareholder of the plant, Akkerman Cement CA, as well as "Metalloinvest", "Megafon", which is part of Usmanov's USM Holdings, also received a place on the US blacklist.
Chairman of the Central Bank of Uzbekistan Mamarizo Nurmurodov said that ohangaronsement's sanction was alarming. He noted that Alisher Usmanov's sanction against his companies, in particular “Ohangaronsement” and its founder, would limit their operations in dollars.
The chairman of the central bank did not deny the possibility that the bank serving the plant would be subject to secondary sanction. According to him, the solution to the issue is working with the US side.
Euroittifac sanctions package 11
All 27 states of the European Union must agree for the next sanctions, which are said to have taken place in Uzbekistan, to come into force. It is the 11th sanctions package of the Union since Russia invaded Ukraine in February 2022.
As part of the development of this package, the EU first criticized China for its position in the Ukrainian war, while the Chinese Foreign Ministry warned the European Union.
On the day of the celebration of the victory over Nazi Germany in Russia, the head of the Eurocomission Ursula von der Lyayen went to Kiev and spoke about a new package of sanctions. He said he would also use anti-third-party tools to help circumvent sanctions.
So it's about three elements. This is primarily to expand the list of goods under sanctions being shipped to Russia through third countries, and then to create new mechanisms that will prevent the possibility of bypassing sanctions by third countries, as well as to combat the superstitious systems used by Russia and other countries to bypass sanctions.
The EU adopted the 10th package of sanctions against Russia on 25 February. It was accompanied by more than 120 individuals and organizations, with new restrictions on exports and imports.
