There were reports on social networks that the requirement to work for at least 3 years for graduates of higher education institutions who studied on the basis of a state grant has been canceled. In addition, the decision of the President of June 15, 2022 No. PQ-279 "On admission to higher education institutions of the Republic of Uzbekistan in the academic year 2005/2006" entered into force on June 2, 2005 with Annex 3 PQ-92 is based on the clause stating that the decision is invalid.

The Ministry of Higher Education, Science and Innovation has responded to these reports and writes that this procedure is being maintained in practice.

It is noted that in paragraph 6 of the President's decision of June 2, 2005, the Ministry of Higher and Secondary Special Education, together with relevant ministries and agencies, was tasked with developing the regulation on targeted training of personnel on the basis of state grants.

In accordance with this assignment, the regulation on the procedure for targeted training of personnel based on state grants was approved by the decision No. 58, 154-1, 19 and 02/2658 of July 7, 2005. It stipulates the obligation of the graduates who graduated from higher education institutions on the basis of a state grant to work for three years.

In accordance with Annex 3 of the Head of State's Decision No. 279 of June 15, 2022, some decisions of the President, including Decision No. 92 of June 2, 2005, were considered invalid. However, the regulation on the procedure for targeted training of personnel on the basis of state grants, which was developed and approved in accordance with the implementation of this decision, has not lost its force.

According to the first part of Article 46 of the Law "On Normative-Legal Documents", "necessary changes and (or) additions to previously adopted normative-legal documents in connection with the adoption of a new normative-legal document and all previously adopted normative legal documents or their parts, if they contradict the new legal norms or are fully covered by the new normative legal document or have practically lost their legal significance, but if it is not officially recognized as having lost its validity, it should be recognized as having lost its validity".

"According to this, until now, the procedures in the statute do not contradict the new legal norms, and the rule to declare this statute invalid has not been provided for in any regulatory document," it is said in an official statement.
