If the law is passed, migrants with Russian citizenship can be mobilised or conscripted.
Mikhail Matveyev, a State Duma deputy from the Communist Party of Russia, said that he was drafting a law allowing migrants with Russian citizenship to be sent to the war zone in Ukraine. He did not specify the deadline for presenting the document to the State Duma.

"It is about the possibility of mobilization and conscription in order to distribute migrants among parts of the Russian army. In doing so, they should not exceed 2-3 in each platoon, so as not to violate military discipline by "localism"... In addition, it is also about their use in construction squads on the front line," the parliamentarian wrote on the social network.

Currently, under Russian law, those with dual citizenship are not conscripted for term military service, but can only join the ranks of the Armed Forces as volunteers by signing a contract. According to Matveyev, this is wrong, and the new law is aimed at eliminating this. At the same time, migrants who have received Russian citizenship must have the same obligations as Russians.

"Why should they now be granted privileges different from other peoples of Russia?", he wrote.

Earlier, in some regions of Russia, a decision began to be made to introduce payments for foreigners participating in military actions in Ukraine.

At the same time, in the summer of 2022, the Ministry of Foreign Affairs of Uzbekistan warned its citizens that they have criminal responsibility for participating in military actions.
