The president will be able to dismiss civil servants in connection with the loss of confidence - the Senate adopted amendments

The deputies of the Senate at the plenary session adopted in the first reading the draft law "On amendments and additions to some legislative acts of the Republic of Kazakhstan on public service issues," the agency's correspondent reports. The objectives of the draft law are: creation of legal conditions for the implementation of tasks to improve the civil service set by the President of the Republic of Kazakhstan in the address to the People of Kazakhstan dated September 1, 2020 "Kazakhstan in a new reality: time for action"; further improvement of the legislation of the Republic of Kazakhstan in the field of public service, the conclusion to the bill says. The law provides for the legislative consolidation of the institution of contract employees who will be engaged by the state body under the contract for the implementation of national and other projects. It is also supposed to introduce norms that political civil servants appointed by the President of the Republic of Kazakhstan may be dismissed by the decision of the President due to loss of confidence for non-performance or improper performance of their official powers. The Law introduces rotational payments for the purpose of hiring housing during the rotation of civil servants. The Agency of the Republic of Kazakhstan for Civil Service Affairs will be assigned a number of powers aimed at improving the efficiency of the civil service and personnel policy. It also provides for the inclusion in the Labor Code of the Republic of Kazakhstan, the Law of the Republic of Kazakhstan "On Housing Relations" and the Law of the Republic of Kazakhstan "On the Civil Service of the Republic of Kazakhstan" of norms concerning the specifics of regulating the work of contract employees, rotational payments and other norms. It is expected that the adoption of the law will increase the efficiency of the activities of state bodies; improve the mechanisms of public service; increase the responsibility of political civil servants; contributes to the prevention of corruption crimes, and also strengthens the interaction between the "center" and "regions".
