On August 29, President Shavkat Mirziyoyev got acquainted with the ongoing creative work in Tashkent, visited new facilities being launched in various fields.
It has become a good tradition to commission new facilities on the eve of the country's main holiday – Independence Day, and this year social and economic facilities are being launched in all regions.
The Head of State got acquainted with the results of creative work in the capital of our country.
The Presidential Decree of April 27, 2022 on further improvement of customs administration defines measures for the digital transformation of the sphere, improving the quality and speed of services. In particular, a Customs Clearance Center has been established under the Customs Committee for this purpose.

A data processing center, a remote electronic declaration post, a call center, targeting and risk management departments have been created here. The information system is integrated with databases of foreign departments, ministries and departments of our country, subjects of foreign economic activity, airlines. When organizing the work of the center, the proposals of entrepreneurs were also taken into account.
The data center is equipped with modern servers with a capacity ten times larger than before. This ensured a 5-fold increase in the speed of communication channels and a 2-fold reduction in registration time. The system is protected from cyber attacks.
At the remote electronic declaration post, cargo customs declarations sent remotely by entrepreneurs of the city of Tashkent are processed promptly at the initial stage. In the future, it is planned to cover all customs clearance processes carried out in the republic.
Appeals received by the Customs Committee's call center via the "11-08" hotline and through the agency's website are also processed here.
The Targeting and Risk Management Department was opened in cooperation with the World Customs Organization based on the experience of developed countries. Here, operational structures analyze data from 50 customs information systems and 3 information systems of the World Customs Organization, as well as data from more than 30 departments and customs offices of foreign countries, assess risks, remotely monitor the activities of all customs posts.
The Central Customs Laboratory is also equipped with modern equipment, its activities are aimed at reducing the duration and improving the accuracy of the examination.
In general, as a result of digitalization of the industry in accordance with the Presidential decree, the time of customs clearance has been reduced by an average of 2 times. For example, if in 2017 it took 5 hours and 42 minutes to process export deliveries, then in 2023 this time is 30 minutes.
Registration of 80 percent of imports and 89 percent of exports is carried out in a simplified manner. The indicators of automatic processing of cargo customs declarations using artificial intelligence are also growing.
– The conditions created here cannot but please, but digitalization is a process that does not stand still. There are still many tasks to be solved in the field, so it is necessary to constantly work on improving the convenience of services. Entrepreneurs should give an assessment of the system's activity," Shavkat Mirziyoyev said.
Instructions are given to provide domestic entrepreneurs with proposals based on the analysis of the structure of imports, the expansion of processing in the customs territory. The task has been set to turn customs into a corruption-free sphere by improving the material and social security of employees.
Two large medical centers have been built in the Yashnabad district of the capital – the National Medical Center and the Republican Specialized Scientific and Practical Medical Center for Otorhinolaryngology and Head and Neck Diseases.
The head of our state got acquainted with their construction in November 2020 and, following the visit, gave instructions on expanding the capabilities of the centers. The practical implementation of these tasks was the emergence of modern conditions and the introduction of advanced working methods.
The territory of the medical complex is more than four hectares. Seven buildings with a total area of one and a half thousand square meters were built. Advanced foreign experience was used in construction and equipment. This is what makes its architecture unique. Emergency medical care, intensive care, and an infectious block are provided.
The National Medical Center is distinguished by its versatility. Departments of surgery, urology, transplantology, traumatology and orthopedics, gynecology, cardiac surgery, nephrology, cardiology, endocrinology, cardiorheumatology, dentistry and others have been organized. In total, more than a thousand units of 169 types of modern medical equipment have been installed.
The center is designed for five hundred beds. More than 200 types of care will be provided in outpatient and inpatient settings. The center has the capacity to perform over three thousand high-tech surgical operations per year, including coronary artery bypass grafting, aesthetic plastic surgery, arthroplasty, organ and tissue transplantation. It is important that the center is able to carry out remote diagnostics and treatment of patients in remote areas.
The institution cooperates with leading clinics in countries such as Germany, Turkey, South Korea. The staff – 250 doctors and 500 medical workers – consists of foreign doctors and domestic specialists who have improved their qualifications abroad.
This is the first center with such capabilities in our country. It will be assigned to multidisciplinary clinics operating in Karakalpakstan and the regions.
The President also visited the Republican Specialized Scientific and Practical Medical Center for Otorhinolaryngology and Head and Neck Diseases, which was opened as part of the complex.
The new center, along with medical work, will coordinate the otorhinolaryngological service in the country. Scientific laboratories "Physiology and pathology of upper respiratory tract organs", "Physiology and pathology of hearing and balance organs", "Phoniatry and ronchopathy" have been created here. A simulation and practical laboratory, 5 surgical departments and 60 beds were equipped with modern medical equipment.
The Head of State got acquainted with the conditions in the centers, talked with doctors. In an interview with the responsible persons of the sphere, instructions were given on the organization of a foreign medical institute next to the complex, professional development of personnel, expansion of disease prevention.

From the first days of his activity as the head of state, the President of our country pays special attention to the issues of education and upbringing of the younger generation. In 2017, a presidential decree was signed on the development of the book publishing sphere, the promotion of reading and the promotion of reading culture. Extensive stimulation of readers was established.
Another embodiment of this policy was the recently completed renovation of the Republican Children's Library.
The historic building, built in 1907, has been restored and equipped to modern standards. A cozy, reading-friendly atmosphere has been created. The House of Books will become a favorite place not only for children, but also for adults.
There is a rich fund of Uzbek and world children's literature, consisting of 180 thousand books. Modern information technologies have been introduced, which facilitates the work of employees and creates additional convenience for young readers. In particular, visitors will be given a special ID card. The registration of readers, the processes of issuing and returning books will be organized in electronic form.
Now special attention is paid to the development of an electronic library, replenishment of the fund of video and audio resources, creation of useful web content. There is a room for listening to audiobooks.
The President got acquainted with these conditions, talked with young lovers of books and foreign languages.
The Head of our state stressed that it is necessary to effectively link the library with schools so that they can use the 180,000 book fund and attract more young people here.
The library has created opportunities for holding international conferences, seminars and other events, including online. The area around is landscaped and has acquired a new look. A small amphitheater is organized.
An instruction was given to allocate a car to the library and replenish the fund with new books.
The role of the metro in the public transport of the capital is very great. In order to expand the coverage of this type of transport, an elevated metro was created on the initiative of the head of our state.
In recent years, the first stage of this major project has been implemented and the Sergeli Line has been opened. This year, the second stage has been completed – an aboveground line has been built from the Kuylyuk massif to the Sergeli district.
The President visited the new line and took a ride on the subway with members of the public.
– When we started this project in 2017, there were those who did not believe in its success. So, thank the Almighty, the underground and aboveground metro connected and formed a ring. Yes, it was not easy, but this is the way that will serve our people, will remain in history. If our people, our children, using this benefit, will be satisfied with the state, then we have achieved our goal," Shavkat Mirziyoyev said.
At the second stage, 12 kilometers of overpasses were laid and 7 stations were built. The travel time from the beginning to the end of the line will be 15 minutes. More than 40 thousand passengers will be served daily.
In general, the length of the Tashkent metro has exceeded 70 kilometers. Of these, 38 kilometers were built after 1977, and 32 kilometers of tracks have been laid over the past 7 years. The number of stations has reached 50. It is expected that the daily passenger traffic in the metro will increase to 750 thousand people.
In addition, this year the capital received a thousand new buses. As a result, up to 1.4 million passengers a day use public transport. All this is an important factor in reducing the need to travel by private transport and reducing congestion on the streets.
