Uzbekistan to Monitor Implementation of Strategic Documents Through a Digital System

Uzbekistan has adopted a Presidential decree aimed at introducing new approaches to strategic planning and development. The Ministry of Justice reported this.

Performance Indicators to Be Assessed via a Digital Platform

According to the decree, monitoring of performance indicators for strategic planning documents will now be carried out through a Digital Platform for Strategic Planning and Development.

Within this platform, government agencies and organizations responsible for target indicators are required to regularly upload:

• information on the achievement of each performance indicator;

• current results;

• verified factual data;

• supporting documents.

Ranking of Government Bodies to Be Introduced

Based on key performance indicators of national-level strategic documents, a ranking of government bodies will be compiled. This ranking will be taken into account by the Agency for Public Administration Effectiveness when forming the national activity rating of state institutions.

Unjustified Expenditures Will Not Be Approved

The decree stipulates that draft regulatory legal acts related to sectoral, industry, and regional development programs uploaded to the digital platform will not be approved by the Ministry of Economy and Finance if:

• the issues requiring budget allocation are insufficiently justified.

New Approach to Regional Reforms

In addition, the Agency for Strategic Development and Reforms will work closely with Reform Headquarters when developing proposals and initiatives for regional development.
