Uzbekistan signs water and energy agreement with neighboring countries

On November 22, 2025, a meeting on water and energy cooperation was held in Almaty under the chairmanship of Kazakhstan’s Minister of Energy, Yerlan Akkenzenov. The information was reported by the press service of the Ministry of Energy of Kazakhstan.

The meeting was attended by Kazakhstan’s Minister of Water Management and Irrigation Nurzhan Nurzhigitov, Kyrgyzstan’s Minister of Energy Talaybek Ibraev, Uzbekistan’s Minister of Energy Jurabek Mirzamakhmudov, and Uzbekistan’s Minister of Water Management Shavkat Khamraev.

“Considering the difficult situation at the Toktogul reservoir, the participants agreed to support each other through mutual electricity supply, to ensure the successful completion of the heating season, and to coordinate joint efforts in preparation for the upcoming vegetation period,” the statement said.

At the end of the meeting, a trilateral protocol was signed that legally establishes the volume of electricity supply for the winter of 2025–2026 and the water withdrawal limits for the 2026 vegetation period.
