Tourism startups to receive subsidies of up to 1 billion soums

According to the presidential decree, globally renowned clothing brands will be attracted to shopping and entertainment complexes, and modern outlet centers based on national architectural styles will be established on the outskirts of cities:

• 1st stage (until 2030): in the cities of Tashkent, Samarkand, Bukhara, and Khiva;

• 2nd stage (from 2030 onward): in other settlements with high tourism potential.

Starting from February 1, 2026, foreign citizens leaving Uzbekistan will be able, at their request, to receive VAT refunds on previously purchased goods in cash.

From March 1, 2026, up to 50% of expenses related to the development and implementation of new types of tourism services by tourism startups will be subsidized — up to 1 billion soums, awarded annually to the top 10 projects.

Additionally, 50% of expenses for obtaining internationally recognized "green" certificates (as listed by the government) for hotels will be reimbursed.
