The presidential decree”on measures to radically reform the railway transport sector of the Republic of Uzbekistan " was adopted. 

According to the decision, on the basis of the “Uzbekistan railways” and enterprises within it, until January 1, 2024, the following will be established:

JSC “Temiryolinfratuzilma” on road economy, power supply, signaling and communication, locomotive economy, single dispatch center and freight station performance;
JSC “Temiryolkargo” on the implementation of freight services, the maintenance and development of freight car and container economy, the establishment of multimodal “door-to-door” transportation, logistics centers and terminals;
JSC "Temiryolekspress" on the provision of passenger transport service in high-speed electric trains;
” Railway Stations “LLC to ensure the operation of the stations in the structure of” öztemiryoloğluçi “JSC and” passenger transport around the city "LLC to ensure the operation of the stations within the "öztemiryoloğluçi" JSC;
Railway Social Services Institution for the maintenance of children's camps, health, cultural and educational and sports facilities.
Discounts provided for tariffs for the transportation of goods on domestic, export and import routes on the railway will be canceled from January 1, 2024, and the procedure for presenting them only by decision of the Cabinet of Ministers will be introduced (except for discounts provided based on agreements with railway administrations of two or more foreign countries).

Until December 1, 2023, the list of discounts offered on freight tariffs on railways will be approved.

Since January 1, 2024, the practice of state regulation of tariffs for freight cars and containers and passenger services on high-speed and high-speed trains will be abandoned and will be transferred to the mechanism for their regulation on market principles.

From January 1, 2025, losses from the provision of passenger services on local lines (except for high-speed and high-speed trains), as well as discounts on freight services on rail transport by decisions of the Cabinet of Ministers, will be compensated at the expense of the state budget.

Also, until January 1, 2027, the zero customs duty rate will be applied to the mechanism and equipment intended for increase-drop work carried out by enterprises providing rail transport services.

Until January 1, 2026, Uzbekistan Railways JSC and its constituent entities will be allowed to sell, lease, purchase, deliver, perform work (services)of goods under direct contracts between them.
