On October 27, President Shavkat Mirziyoyev held a meeting on the issues of rational use of land resources, land accounting and improvement of cadastral services. According to estimates, 2.4 million houses in the republic do not have ownership documents. If their land registry is made, people will have legal and economic ground. Therefore, the task of finalizing the draft law on granting ownership rights to houses without documents was set. Also, a proposal was made to change the land category by rezoning 817,000 hectares of land, which have been used as housing for many years, but remain agricultural land in the document. In recent years, great work has been done in this area. In particular, for topographical measurements, the Cadastre Agency was provided with a special aircraft and aerial camera, 112 drones. 6 information systems and data centers were launched to digitize the industry. Due to this, electronic maps of 96 percent of lands were created in the last three years. 40 million hectares of land were registered and taxed. 790,000 new and 520,000 additional devices, which were not counted before, entered the system. Through these, an additional source of 1.1 trillion soums was created for the budget. Also, 425,000 hectares of land were distributed to 675,000 residents and farmers due to cadastral registration of 1.2 million hectares of rural land in reserve. At the same time, there is still a lot of work to be done in the field. In particular, there are no documents for 146,000 kilometers of internal roads and surrounding lands. The situation is the same in the water industry. Vacant land around reservoirs, canals and collectors can be given to residents and entrepreneurs through auction. But today, out of 827 thousand hectares of water fund land, only 380 thousand hectares have cadastral documents. Therefore, an instruction was given to complete the land cadastre of the road and water fund and create conditions for their use. It was noted that it is possible to provide employment for 1 million people through this. The large volume of work in the cadastral system is also an urgent issue. This year, 1.5 million cadastral services were provided, of which 600,000 were related to the cadastral collection. 25 percent of employees in the system are engaged in this. Their workload is twice as much. In this regard, a private cadastral engineer institute was introduced as an experiment in Tashkent city and Tashkent region, and 165 private cadastral engineers were established. Now it is envisaged to involve the private sector in this activity. People will be able to turn to the private sector if they want, or to the state office if they want. For this purpose, real estates will be transferred to the new "UZKAD" information system, and from July 1, 2024, the activities of private cadastral engineers will be established in all regions of the republic. The head of our state emphasized the need to increase the scope and quality of cadastral services, to train qualified personnel, to harmonize the field with science, and to pay special attention to digitization. Earlier, the President got acquainted with the presentation on the plans for the expansion of geological work, the identification and development of prospective deposits of minerals.
