Almost all of them are registered military. 
Russian police identified hundreds of migrants who held Russian citizenship but did not have military registration during a two-day raid in Southern St. Petersburg, all of whom were taken to the enlistment office, the RBK wrote. 

In a two-day raid on the sofiysky vegetable warehouse, about 400 foreign citizens were identified, of whom 55 were in Russia in violation of migration legislation. At the same time, hundreds of foreigners who have received Russian citizenship have also been identified. Almost all of them were taken to the District Military Committee to undergo military registration procedures," the message said. 

According to Russian law, foreigners who have received Russian citizenship must also have a military registration within two weeks from the date of registration at the place of residence. Such citizens cannot legally work in Russia without a military ID. 

In may 2023, State Duma deputy Mikhail Matveyev announced that a bill was being prepared that would allow the mobilization of migrants from Central Asia and the Caucasus for military service, including those who received Russian citizenship. The deputy explained this by the fact that those who have dual citizenship are not currently conscripted for term military service.
