The "My first house" program will be implemented in Tashkent region

The Ministry of Construction and Housing and Communal Economy submitted for discussion the draft presidential decree on measures to implement the "My First House" program in Zangiota district.

According to the draft document, the "My First House" program was developed by the Ministry of Construction and Housing and Communal Economy in cooperation with the Turkish state company TOKI.

In order to coordinate construction works carried out within the framework of the program, the Directorate for the implementation of the "My First House" program will be established under the Ministry of Construction and Housing and Communal Economy in the form of a state institution.

As defined:

effective placement, design and construction of multi-apartment housing, road transport, engineering-communication and social infrastructure objects are carried out by the directorate;
business entities that design and build multi-apartment housing, road transport, engineering-communication and social infrastructure objects are determined on the basis of tenders.
Houses built within the framework of the program will be sold to residents on preferential and market terms;
preferential housing will be realized for families who have not owned housing in the last 5 years, based on the initial payment of 15 percent, in installments for a period of 20 years;
to cover a part of the initial payment for preferential housing for people who need to improve their housing conditions - a fixed amount of 32 million soums, to cover a part of their monthly payments - every five years monthly fixed subsidies of 1 million soums are allocated from the state budget.
The directorate is given the following rights within the framework of program implementation:

conclusion of public-private partnership agreements with business entities and independent determination of the terms of the agreement;
Opening a special account "22626" and using its funds.
The following are identified as sources of funding for the implementation of the program:

for the design and construction of multi-apartment housing, road transport and engineering-communication networks, market infrastructure objects, beautification and greening of territories - funds from the directorate and business entities, loans from commercial banks;
for the design and construction of social infrastructure objects (pre-school and general secondary education institutions and medical centers) - funds allocated from the state budget, funds of the Entrepreneurial Infrastructure Development Fund and other sources not prohibited by legal documents. In this case, when social sector objects are built on the basis of public-private partnership, financing is carried out in accordance with the agreement on public-private partnership.
