In total, according to the results of the analysis, 20 corruption risks have been identified. The results of an external analysis of corruption risks in the field of secondary and preschool education conducted by the Agency for Combating Corruption throughout the country were considered at a meeting of the interdepartmental commission on combating corruption under the Akimat, the press service of the Anti-Corruption Agency Department for North Kazakhstan Region reports. The head of the regional department of the Anti-Corruption Agency Sergey Perov in his speech noted that the object of analysis was not chosen by chance, in recent years the field of education is among the top 3 corrupt, where more than three hundred criminal offenses were committed and 143 persons were convicted. At the regional level, the main focus is on planning and the wage fund, where almost 80% of the entire regional budget is allocated for education. Systemic problems have been identified that create conditions for large-scale corruption. Schemes of embezzlement of budget funds by illegal payroll, various surcharges, as well as payment for actually unfulfilled work have been revealed," Sergey Perov informed. For example, during the analysis, the department found an unjustified accrual of an additional payment to an English teacher for a total amount of more than 3 million tenge, the damage was compensated. The facts of embezzlement of budgetary funds by the accountant of the district department of education by transferring wages to "dead souls" and the accountant of the nursery garden by transferring to his own bank account have also been established. Preliminary damage amounts to about 90 million tenge. For each fact, the DVGA is being checked by the North Kazakhstan Region, according to the results, an appropriate legal assessment will be given. To date, the department has already registered 2 criminal cases on the facts of embezzlement totaling more than 50 million tenge," Sergey Perov said. In total, according to the results of the analysis, 20 corruption risks have been identified, 34 recommendations have been developed to eliminate them, 16 of them have been submitted to the central level and 18 recommendations will be implemented at the local level. On July 24, Chairman of the Anti-Corruption Agency of the Republic of Kazakhstan Askhat Zhumagali reported to President Kassym-Jomart Tokayev on the measures taken to combat corruption in the country. On July 20, the head of the Anti-Corruption Agency, Askhat Zhumagali, said that education is one of the most corrupt areas. Currently, over a hundred criminal cases in the field of education are being investigated.
