According to DownDetector, the share of network outages in messenger traffic reached 95 percent. At the same time, partial disruptions were also recorded in messengers such as WhatsApp and Signal.
According to official explanations, the restrictions are related to measures to combat fraud and illegal activity. Against this background, it is said that increased attention has been paid to the development of national messengers in Russia.
In late February, Durov said that a criminal case had been opened against him in Russia under the article "aiding terrorism." In general, Telegram's operation in Russia is severely limited, and stability for users has decreased.
