According to the new presidential decree on the higher education system in Uzbekistan, changes have been made to the procedure for admission to master's and doctoral programs. Now, students who have completed an educational program in a foreign language will be exempted from submitting a language certificate when entering a master's program.

The certificate requirement will remain at level C1 in foreign languages, and at level B2 in such fields as exact sciences, biology, mathematics, law, journalism, information and communication technologies and economics.

According to the decree, a number of other innovations will also be introduced in the higher education system:

🔹 Starting in 2027, universities will be financially encouraged based on national rankings;

🔹 10 universities will be granted the status of "national research university";
🔹 Up to 500 foreign students will be trained annually through the "New Uzbekistan Scholarship";
🔹 From the 2026/2027 academic year, admission of foreign students will be launched through the "Study in Uzbekistan" platform.
