Russia proposes to introduce fines for divorcees

In Russia, MP Mikhail Ivanov has proposed introducing a fine of 40,000 rubles (about $493) for annulling a marriage. He is also proposing a 20,000-ruble bonus for those getting married. The MP said the fine could be a “balancing factor” for divorce in a budget-constrained environment. He also stressed the need for federal legislation to prohibit “disgraceful treatment of motherhood and childhood” and restrict family freedom. In August, a bill was introduced in the State Duma that would require divorced parents to jointly raise a child.

The number of divorces in Russia is increasing: in 2024, there were about eight divorces for every ten marriages. Starting in 2025, the divorce fee was increased from 650 rubles to 5,000 rubles. Surveys cited failure to provide for the family, misunderstanding, betrayal, and jealousy as reasons for divorce.
