Russia may allow entry without a "zagran" passport

The issue of granting citizens of Uzbekistan and Russia access to two countries without a “zagran”passport, only through an internal passport or ID card, is being discussed. TIV spokesman Ahror Burkhanov said that negotiations were ongoing and necessary procedures were being carried out. Therefore, the exact date of this opportunity has not yet been set.

At the moment, although there is a visa-free regime between the two countries, Russian citizens still use a foreign (“red”) passport to enter Uzbekistan, and Uzbeks-Russia. At the same time, from June 30, 2025, foreign citizens arriving in Russia without a visa are required to pre-register and receive a QR code through the “Gosuslugi RuID” application.
