September 2025 has become a particularly notable period in Uzbekistan’s foreign policy. Within just two weeks, the President of Uzbekistan paid official visits to the world’s two largest powers and economic giants — China and the United States.
Such large-scale diplomatic events are rare in Uzbekistan’s foreign policy. Analysts emphasize that, despite the tight schedule, the U.S. visit was rich in meetings, substantive in content, and resulted in major agreements, which they regard as a triumph of Uzbek diplomacy.

The Global Political Context of the U.S. Visit

The agreements reached during President Shavkat Mirziyoyev’s visit to the United States, as well as his speech at the 80th anniversary session of the UN General Assembly, have been widely discussed in the international arena. Indeed, the visit marked an important geopolitical milestone, reflecting the fundamentally renewed, humane, and results-oriented nature of Uzbekistan’s foreign policy.

The President’s trip to one of the world’s key geopolitical and geo-economic centers coincided with a period of global turbulence — the Russia–Ukraine conflict, U.S.–China tensions, escalating violence in the Gaza Strip, and the ongoing instability in Afghanistan. In such circumstances, every country’s foreign policy must not only adapt to external conditions but also influence them.

In this complex geopolitical setting, the revitalization of U.S.–Uzbekistan relations and their enrichment with new substance is of particular significance. The important days spent in New York clearly marked a new peak in the strategic dialogue between the two nations.

Mutually Beneficial Agreements

During the visit, the main focus was on meetings with U.S. officials, global financial institutions, multinational corporations, and intellectual circles. As a result, several key agreements were achieved:

• Energy and the “green” economy: Strategic partnership to attract investment in renewable energy sources and modernize Uzbekistan’s electric infrastructure with advanced technologies.

• Education and human capital: Joint programs with U.S. universities, initiatives to guide youth toward STEAM fields, and projects to enhance digital literacy.

• Industrial cooperation and export potential: Agreements to attract U.S. investors to Uzbekistan’s free economic zones and to boost production of high value-added goods.

• Information technology and innovation: Partnerships between American startups, tech hubs, and Uzbekistan’s IT parks.

These outcomes provide not only a boost to bilateral relations but also a strategic impulse for Uzbekistan’s internal reforms, including industrialization, digitalization, and human capital development. In other words, the visit was not just a foreign policy success but also a driver of domestic development programs.
