The decision on the appointment or refusal of child benefits or material assistance to low-income families is made based on the electronic data of the ministry and agencies of the family income, employment and other information.
However, in applications for the appointment of benefits due to the lack of an electronic database of citizens working abroad, this information is determined by the presidents of the neighborhood. This does not require employment from a member of this family.
In practice, however, the neighborhood chairmen also do not have full information on where all family members in their area are. As a result, the fact that the member of the family who is submitting an application is abroad is largely determined based on the word of the citizen.
There are cases in which this citizen is labeled as “working abroad” even if he is employed informally in another province or in the capital.
In particular, the study found that while 2,607 cases did not have citizens abroad, the neighborhood was misassigned as a result of being labeled “working abroad” by citizen assemblies, and the benefit payments in question were suspended.
In order to reduce the human factor in the appointment of benefits and prevent the aimless expenditure of funds, a draft resolution of the Cabinet of Ministers of the Republic of Uzbekistan “on the introduction of electronic application for the identification of low-income families and the appointment of social benefits to them through the information system of the Unified Register of Social Protection”was developed.
Based on the document, information about the implementation of labor activities of a citizen abroad in the new order is now determined in electronic form based on the information from the “E-Government” Information System in which the citizen left the Republic of Uzbekistan and returned to the Republic of Uzbekistan.
Through this, cases of data falsification or knowledge-free misinformation by neighborhood chairmen are eliminated.
