In Uzbekistan, the cost of financing social programs increased by 2 times compared to GDP (gross domestic product), the coverage of low-income families increased by 5 times, and new types of benefits were introduced for persons with disabilities and those occupied in the care of children with disabilities.
In recent years, there have been cases of the use of benefits for socially vulnerable sections of some self-sufficient citizens. For example, there are cases of purchases of property (apartments, motor transport, etc.) by individuals receiving benefits.
In order to prevent similar situations and increase the address of social benefits and ensure fairness in its appointment, a draft resolution of the Cabinet of Ministers “on the introduction of electronic application for the identification of low-income families and the appointment of social benefits to them through the information system of the Unified Register of Social Protection”was developed. This draft resolution provides for the following amendments to the criterion for the appointment of social benefits:
First, it is proposed to study the income and property of beneficiaries monthly through an electronic information system and to exclude families from the Register that do not meet the criteria for under-provision.
Secondly, it is proposed to stop payment if unemployed citizens who apply for advice in employment agencies do not enter the profession for three months, do not register as unemployed and do not formalize labor activities.
Thirdly, a procedure is being introduced to automatically determine the employment of persons who have received a loan, are engaged in the operation of a farm or farm, based on the official registration with tax authorities and the electronic information of the state Personalization Center of persons working abroad.
