The government decision "On additional measures to introduce market mechanisms in the fuel and energy sector" was adopted.
According to the decision, the price of 1 kWh of electricity for the population will remain unchanged at 295 soums.
The price of 1 kW/h of electricity for consumers of groups I and II — Navoi mining and metallurgical combine, Almalyk KMK, Uzbekistan metallurgical combine and their constituent enterprises, budget organizations, as well as pumping stations from 450 to 1000 soums (2 , 2 times) increases, and for other legal entities (companies) - from 450 to 900 soums (2 times).
The tariff for household consumers living in multi-apartment houses and dormitories, equipped with centralized electric plates for cooking, remained unchanged - it was set at 147.5 soums.
The price of one cubic meter of natural gas delivered to the population will not change - 380 soums.
In the absence of gas meters, one cubic meter of gas for cooking and hot water supply costs 660 soums (remains unchanged), for heating - 380 soums (remains unchanged).
The price of one cubic meter of gas will be increased from 660 to 1,800 soums (2.7 times) for Navoiy KMK, Olmalik KMK, "Uzmetkombinat" and budget organizations. For other legal entities, the price will increase from 660 to 1500 soums (2.3 times).
The price of liquefied gas for residents will not change - 1120 soums.
Also, by decision, at gas filling stations for cars:
it is strictly controlled that the installed gas calculation equipment is fully connected to the automated system of natural gas control and accounting and that data is transmitted online;
control measures to identify, eliminate and prevent illegal connection, looting of fuel and energy resources and other cases of illegal consumption, as well as the reasons and conditions that allow them to occur;
strict measures will be taken to ensure that the highest retail price of natural gas does not exceed 3,250 soums per cubic meter in the next six months.
At the same time, the Council of Ministers of the Republic of Karakalpakstan, the regions and Tashkent city hokims, new services for heat supply, water supply and wastewater services, passenger transportation services in urban passenger transport (except for taxis with and without direction) it is recommended to set definitions.
It is envisaged that the prices of heat supply services for the population will not be increased in the current autumn-winter season.
It is impossible to solve the problems of electricity without moving the price to market principles
On September 8, the Ministry of Energy of Uzbekistan announced for discussion the draft of the government's decision on additional measures for the gradual introduction of market mechanisms in the fuel and energy sector.
Electricity and gas prices will be gradually liberalized. The last time gas and electricity tariffs in Uzbekistan changed in August 2019. At the first stage, the price change will affect legal entities, entrepreneurs and large enterprises. Tariffs for residents remain unchanged.
The World Bank and international experts have repeatedly emphasized the need for reforms in the energy sector of Uzbekistan. At the same time, as long as state subsidies in electricity and gas are stopped and prices are not transferred to market principles, there will be no modernization, and interruptions will continue.
Economist Behzod Hoshimov noted that the price policy in Uzbekistan's energy sector will make the poor poorer and the rich richer. He said subsidies to energy companies to support non-market prices are encouraging. In addition, energy companies are losing billions due to low tariffs.
