New proposals presented to reform Uzbekistan's cadastral system

President Shavkat Mirziyoyev was presented with new proposals aimed at improving the work of the Cadastral Agency, simplifying public services for citizens and businesses, and expanding digitalization.This was reported by the Press Service of the President.

According to the presentation, more than 1.2 million real estate properties have been surveyed over the past two years, leading to the identification of an additional 16,500 hectares of land and 49 million square meters of building area. In addition, 270,000 properties have been added to the cadastral database, creating an extra 315 billion soums in annual tax revenue. Currently, around 90% of cadastral services are available online.

However, officials noted that several issues remain. During the first half of this year, more than 330,000 out of over one million applications for cadastral services were rejected. Complex procedures, excessive administrative steps, and repeated fees continue to create unnecessary costs and delays for citizens.

To address these issues, the proposals include introducing a "one application – one payment" principle, delegating decision-making authority to regional offices, and fully digitalizing the process of registering property rights.

Under the proposed reforms, some services will be provided proactively, unnecessary applications will be eliminated, and property registration is expected to be completed within seconds. The proposals also call for reviewing administrative liability related to unauthorized construction and real estate registration.

At the conclusion of the meeting, officials were instructed to further simplify cadastral services, reduce bureaucracy, expand the authority of regional branches, and improve working conditions for employees within the cadastral system.
