The President Honored Agricultural Workers

Based on the “Xinjiang experience”, drip irrigation technology will be introduced to 300,000 hectares, and 2.6 trillion soums in preferential loans will be allocated for this purpose.
Farmers who grow cotton using their own funds will receive a subsidy of up to 10% of the harvest value, and those using half of the loan funds will receive a 5% subsidy.
Seed production will be developed by crossbreeding 56 local varieties with foreign ones. Phytotrons and greenhouses will be built.
Mineral fertilizers and fuel will continue to be delivered through commodity exchanges at prices 10–15% lower.
A farmer rating system will be introduced; those with high ratings will receive preferential loans — 8% for cotton and 10% for grain.

An innovative agricultural school will be established in Mirzachul, where 1,000 farmers will be trained in cotton farming in desert conditions. Graduates will receive an additional 10 rating points.
180 students of the Agrarian University will undergo dual training. Farmers will receive 5 million soums for each student, and students will receive a stipend of 1.5 million soums.
Young agronomists implementing new technologies will be paid a monthly salary of $2,000.

To increase mechanization in cotton production to 85%, 800 cotton harvesters, 450 multifunctional seeders, and 3,000 plastic-film collectors will be purchased.
In 2026, 35 trillion soums will be allocated to support farmers and agricultural producers.

Development of salt-, heat-, and drought-resistant varieties will continue.
Farmers growing grain with their own funds will also receive a subsidy equal to 10% of the harvest value.
A three-year program to renew orchards and vineyards will be adopted.
Intensive orchards will receive 14% loans for 7 years with a 3-year grace period.
Packaging costs will be compensated up to 50%.
Foothill and dryland areas will be sold at auction for industrial orchards and vegetable farming at 1% of their value, and lease rights will be easily formalized.

Seasonal reserves for autumn–winter are being formed. A year-round intervention system will be introduced to stabilize prices.

Next year, 100,000 head of cattle and 200,000 sheep and goats will be imported.
Cotton and grain farmers will be allowed to build livestock facilities on up to 20 sotix of land.
Subsidies for breeding cattle and chicks will be extended for another five years.
$157 million from international financial institutions will be allocated to livestock projects, with loans issued for 10 years at 17%, including a 3-year grace period.

A single agency — the Agricultural Payments Agency — has been established to manage all subsidies. Next year, 2.2 trillion soums in subsidies will be allocated.
The subsidy application process will be reduced from 4 steps to 2, and processing time from one month to 15 days.
From next year, cotton, grain, and greenhouse products will be covered by voluntary insurance, with 50% of insurance payments paid by the state budget.

More than 100 drone-based monitoring operations were conducted this year. Over 50 additional agricultural drones will be imported from China next year.
Two mobile drone service complexes will be established in each region.

A separate program will convert 70,000 km of drainage networks into a closed system, with $100 million allocated.

The Academy of Agricultural Sciences will be established to advance fundamental and applied research.
500 leading farmers and exporters will receive training in advanced foreign countries.
