New procedure for former officials: restrictions on working in places where they previously held leadership positions.

In Uzbekistan, a presidential decree was adopted on the basis of the 2026 state program, which introduced restrictions on the work of former officials in organizations they previously controlled. According to the decree, an employee dismissed from service in a state body cannot work in organizations they previously directly or indirectly controlled for two years. This procedure is aimed at strengthening the internal control system against corruption.

The decree stipulates the development and implementation of a draft departmental regulatory legal act. The draft provides for a clear definition of the procedure for issuing an internal control opinion on anti-corruption, deadlines, a complaint mechanism, as well as measures to be taken based on the opinion. The Anti-Corruption Agency, the Accounts Chamber, and interested ministries are responsible for this process.

Also, from September 1, 2026, a map of corruption risks will be drawn up by sectors and regions. A register of positions with a high risk of corruption will be maintained in the “Digital Compliance” information system. A chatbot ("Advisor") for civil servants will be launched on the Anti-Corruption Agency website and the "E-anticor" platform. This mechanism was developed to regulate the transition of civil servants to the private sector and prevent corruption.
