From the experience of developed countries, it is known that the formation of a generation of highly educated and qualified personnel is of great importance in creating a just society and an effective system of public administration. In the transition to an effective public administration system, priority attention is paid to the training and advanced training of civil servants who keep up with the times, think innovatively, and enterprisingly. In this process, foreign experience has been obtained.
The German Hans Seidel Foundation has set itself the priority goal of improving the skills of young leaders working in the field of local and state administration, based on best practices, training professional civil servants. The fund was registered on April 11, 1967 in Munich, Germany, and was named "Hans Seidel" in honor of the former governor of the federal state of Bavaria.

Since 2002, the Foundation has been supporting the development of civil service and local government systems in Central Asia. At present, strong cooperation relations have been established with the republics of Kyrgyzstan, Tajikistan, Kazakhstan and Uzbekistan in the region. In particular, the representative office of the fund in our country was accredited by the Ministry of Justice of the Republic of Uzbekistan as a non-governmental non-profit organization in 2021.

The Foundation has established cooperation with the Academy of Public Administration under the President of the Republic of Uzbekistan, the Ministry of Poverty and Employment, the Agency for the Development of Civil Service under the President of the Republic of Uzbekistan and a number of other government structures and public organizations.

Within the framework of this cooperation, a number of projects are being implemented in the areas of professional development of civil servants, improvement of higher education, support for talented youth, environmental protection, ecology, development of the neighborhood institution. In particular, in February of this year, a memorandum of understanding was signed between the Agency for the Development of the Civil Service under the President of the Republic of Uzbekistan and the Foundation on holding joint international events (conferences, seminars, round tables), training civil servants abroad, it was decided to organize training courses in countries, attract international experts.

Preliminary agreements have been reached to send 10 assistant mayors of microdistricts in 2023 to a short-term course at the Bavarian School of Management in Germany, who have shown good results in their work and are included in the National Personnel Reserve. In addition, in 2021, a memorandum of understanding for a period of 3 years and an annual financing plan were approved between the Academy of Public Administration and the Foundation, and a number of projects and trainings are being implemented in mutual cooperation.

- In Germany, as in our country, there is a neighborhood, that is, a self-government system called "gemainde", - says Javkhar Dostov, head of the office of the Hanns Seidel Foundation. in Uzbekistan. - This management system is maintained on a voluntary basis. It is worth mentioning the “neighborhood budget” system here. The district itself solves problems on its territory at the expense of this budget, which is formed from local taxes and revenues. The same model was introduced in Uzbekistan as a pilot project in one microdistrict of each district. The project is currently being improved. The Hans Seidel Foundation also offers scholarships for undergraduate, graduate and doctoral studies to support locals studying in Germany and foreigners wishing to study in this country. For scholarship holders, the fund provides a monthly stipend, an additional partial payment for health insurance and benefits for students with children. Currently, there are two of our compatriots among the fellows.
