Maternity Benefits Are Not Social Assistance but Insurance Payments

On December 9, 2025, the Law “On State Social Insurance” was adopted, updating the procedure for paying maternity benefits. Under the new regulation, payments are differentiated depending on the length of the insurance period:

• from 10 to 24 months — 75% of the average income;

• from 25 to 60 months — 85% of the average income;

• 61 months or more — 100% of the average income.

The minimum maternity benefit is set at no less than 75% of the average income. The new rules do not contradict the Labor Code and are aimed at improving the social insurance system.

Maternity benefits are now provided as insurance payments rather than social assistance. These changes strengthen social protection for women and encourage formal employment. The new procedure is in line with international practice, which usually requires at least 10–12 months of insurance or work experience to qualify for maternity benefits, helping to prevent abuse.
