President of Azerbaijan Ilham Aliyev invited the heads of Central Asian states to attend the UN special programme on the economy of Central Asia (SPECA) summit, scheduled to be held in Baku in November 2023.
The proposal was made public during a speech at the 5th consultative meeting of the heads of Central Asian states held in Dushanbe on 14 September. Aliyev noted that this year paid 25 years for the creation of the program.
SPECA was signed under the Tashkent Declaration in 1998 by the Executive Secretaries of Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan, as well as the United Nations Economic Commission for Europe (EEC) and the UN Economic and Social Commission for Asia and the Pacific. Turkmenistan, Azerbaijan and Afghanistan later joined the program.
SPECA sessions regularly discuss issues related to improving communication opportunities in the region, including cooperation between Afghanistan and Central Asian countries.
