In Uzbekistan, the performance of the heads of state bodies will be evaluated based on public opinion. This was stated in the presidential decree on the "Uzbekistan - 2030" strategy. According to the decree, the state civil service is organized based on the principles of meritocracy (a management principle that means that the most capable and worthy people should occupy leadership positions in public administration, regardless of their social origin and financial status), honesty and professionalism. in order to: ➖ the practice of evaluating the activities of heads of state bodies and their deputies based on public opinion will be established; ➖ The number of candidates for leadership positions in the national personnel reserve will be increased to at least a thousand people; ➖ As part of the full implementation of the civil service system provided for by the law "On State Civil Service", more than 70 state bodies will be covered by this system; ➖ The level of coverage of civil servants with the continuous training system will be 100%. In order to increase the efficiency of the system of identifying and solving population problems by further expanding communication with the people, the practice of registering appeals in paper form in state bodies and organizations will be abolished. It will be possible to apply to all state bodies and organizations electronically, including through the appropriate mobile application. At least 80 percent of appeals will be satisfied at the local level.
