Bakhtiyor Kholmatov, the deputy head of the Inspection of Mining, Geology and Industrial Safety, stated at the plenary session of the Senate that 2,422 of the 8,857 elevators registered in the republic do not meet the requirements. This means that every fourth elevator in Uzbekistan is dangerous. At the forty-third plenary session of the Senate, issues related to elevators were discussed. Commenting on the matter, the chairman of the committee on defense and security issues, Qutbiddin Burkhanov, informed that the elevators are being put into use without obtaining the relevant opinion of experts and without passing the state registration in the prescribed manner. "Our committee studied the condition of elevators in the country and compliance with the law in their use. As a result, it was found that there are a number of systemic problems and shortcomings in this regard. Firstly, by the appropriate decision of the Cabinet of Ministers, the Mining, Geological and Industrial Safety Inspection is responsible for ensuring that the technical condition of elevators in multi-apartment buildings meets the established requirements, controlling their installation after state examination, and removing faulty elevators. a number of tasks, such as taking measures to prohibit the use, have been assigned. However, the surprising fact is that the inspection does not have the necessary powers and sufficient experts to carry out these tasks. For example, inspection of newly built multi-apartment houses is not included in the composition of the commission for acceptance of the state board. As a result, elevator devices are being put into use without the appropriate conclusion of experts, i.e., without state registration and safety inspection. "In particular, about 400 elevators in newly built multi-apartment buildings in our country are being used without eliminating the identified deficiencies," said Qutbiddin Burhanov. According to the chairman of the committee, in accordance with the current regulations, the functions related to the control of the technical condition of the elevators installed in multi-apartment buildings and the elimination of existing deficiencies are actually performed by two state bodies - Mining, Geology and Industrial Safety Control. It is determined that it will be carried out by the inspection of construction and the inspection of the use of multi-unit housing stock. But these two structures are not able to fully fulfill their tasks. "There are more than 11,000 elevators in more than 4,000 high-rise buildings in the country. In accordance with the requirements of the relevant regulatory technical documents, they must undergo a monthly technical inspection and a full technical test once every 12 months. However, both inspections do not have the material, technical, organizational, or other opportunities to perform this one task. According to the decision of the Cabinet of Ministers on June 12, 2020, a total of 1685 elevators will be repaired between 2021 and 2023 and it is planned to be replaced with a new one. As of July 1, 2023, 1,222 elevators have been repaired and replaced with new ones. The repair or replacement of the remaining 463 elevators within the specified period is in doubt due to the difference between the prices in 2020 and today," said Qutbiddin Burhanov. Bakhtiyor Kholmatov, the deputy head of the Mining, Geological and Industrial Safety Inspection, spoke and expressed his suggestions. "Are there multi-story buildings or structures under construction in the republic? Our experts are not participating in the admission commission. We have brought this issue to the Ministry of Justice several times. But he hasn't found a solution yet. 8857 elevators are registered with us in the republic, of which 2422 elevators do not meet the requirements," said Bakhtiyor Kholmatov. We remind you that earlier in the city of Tashkent, the body of 32-year-old Olga Leonteva was found in the elevator of one of the new houses. Later, the General Prosecutor's Office reported that the elevator where the postwoman's body was found was faulty, but the State Committee for Industrial Safety denied this.
