A video has circulated on social media showing Bakhtiyor Muminov, who identified himself as being from the Namangan region, in a dire situation in Russia.
Representatives from the Uzbekistan Migration Agency’s office in Russia and the Consulate General of Uzbekistan in Rostov-on-Don investigated the matter.

It was determined that Bakhtiyor Muminov had moved to Russia with his family in the 1990s and subsequently obtained Russian citizenship. Law enforcement agencies have also confirmed his status as a Russian citizen. His close relatives are also Russian citizens. The Migration Agency stated that it provides assistance—within the scope of its mandate—to citizens of Uzbekistan who find themselves in difficult situations abroad.
