Israeli Prime Minister Benjamin Netanyahu refused to sign the final plan for a ground operation in Gaza proposed by the army, the newspaper reported New York Times with reference to sources.
"The command of the Army (Israel. — Editor's note) has already developed a final invasion plan, but Netanyahu enraged senior officers by refusing to sign it," the publication said, referring to interlocutors who wished to remain anonymous.
According to the newspaper, Israeli troops are concentrated on the border with the Gaza Strip and are ready to attack, but political and military leaders cannot come to a single decision. The country's leadership has not yet decided how, when and whether it is necessary to conduct a ground operation in the enclave at all.
According to the publication, Netanyahu's refusal is partly due to his desire to receive the unanimous approval of the members of the emergency government formed after the Hamas attack.

"Analysts believe that Netanyahu is afraid to give permission unilaterally, because against the background of declining public confidence in his leadership, he is afraid that he will be blamed if the operation fails," the newspaper explained.
In addition, the United States urges Israel not to rush into a ground operation. On Tuesday, the Chief of the General Staff of the Israel Defense Forces, Herzi Halevi, said that the armed forces had prepared a "high-class" plan for a land offensive on the Gaza Strip. According to him, the military is ready to launch an operation in the enclave.
