Azerbaijan maintains close dialogue and maintains active cooperation with UN agencies on various initiatives.
Within the framework of the 78th session of the UN General Assembly, Minister of Foreign Affairs of Azerbaijan Jeyhun Bayramov met with the Deputy Secretary General of the world organization for humanitarian affairs, Emergency Relief Coordinator, Head of the Office for the Coordination of Humanitarian Affairs Martin Griffiths.
According to the Azerbaijani Foreign Ministry, at the meeting an exchange of views took place on the prospects for the development of the current agenda of cooperation between the Republic of Azerbaijan and the UN, including on issues of partnership in the field of humanitarian assistance and development assistance.
“Bayramov emphasized that the support of the UN system forms the basis of Azerbaijan’s policy in the field of humanitarian assistance and development assistance; Azerbaijan maintains a close dialogue and maintains active cooperation with the institutions of the world organization on various initiatives,” the statement said.

It is noted that humanitarian issues related to the consequences of the almost 30-year Armenian occupation of Azerbaijani territories, continuous provocations and the illegal presence of the puppet regime created by Armenia in the Karabakh region of Azerbaijan were discussed at the meeting.
At the negotiations, it was emphasized that Azerbaijan’s accusations of a “blockade” and a “humanitarian crisis in the region” are unfounded, and Armenia itself is deliberately seeking to create an artificial humanitarian crisis.
As for local anti-terrorist measures, it was noted at the meeting that “the objects of the measures taken were exclusively illegal armed groups and military infrastructure, and allegations of shelling of civilians and objects are unfounded and unacceptable.”
In addition, Griffiths was informed that the Yevlakh meeting, held on September 21 within the framework of initiatives related to the reintegration of the Armenian residents of the Karabakh region, was held in a constructive and positive atmosphere, where issues of reintegration of the Armenian population of Karabakh, restoration of infrastructure and organization of activities in basis of the constitution and laws of the Azerbaijan Republic.
It was also emphasized that the appeals of representatives of the Armenian residents of the Karabakh region of the Republic of Azerbaijan regarding the provision of social and humanitarian assistance were received positively and this assistance is currently being provided.
It should be noted that on September 19, the Azerbaijani defense department announced that in order to ensure the provisions of the trilateral statement, suppress large-scale provocations in the Karabakh economic region of the Azerbaijan Republic, disarmament and withdrawal of Armenian Armed Forces from Azerbaijani territories, neutralize their military infrastructure, ensure the safety of civilians who have returned Local anti-terrorism measures began in the region to target the lands liberated from occupation, civil servants involved in construction and restoration work, and Azerbaijani military personnel, as well as the restoration of the constitutional order of the Republic of Azerbaijan in the region.
On September 20, the Azerbaijani Ministry of Defense announced that taking into account the appeal of representatives of the Armenian residents of Karabakh, received through the Russian peacekeeping contingent, an agreement was reached to suspend local anti-terrorist measures on September 20, 2023 at 13:00 on the following conditions:
1. Formations of the armed forces of Armenia and illegal Armenian armed formations located in the Karabakh region of the Republic of Azerbaijan lay down their arms, leave combat positions and military posts and completely disarm. Units of the Armenian armed forces are leaving the territory of Azerbaijan, illegal Armenian armed formations are being disbanded.
2. At the same time, all weapons and heavy equipment are surrendered.
3. The implementation of the above processes is ensured in coordination with the Russian peacekeeping contingent.
