The model regulation on holding a competition during employment has been state registered in the Ministry of Justice.
The model regulation defines the procedure for organizing and holding a competition during recruitment, as well as considering candidates' appeals. In particular, a permanently operating selection commission is established by order of the head of the organization to conduct a selection process during recruitment.
The composition of the selection commission consists of at least five people from among the employees of the organization and qualified specialists of the relevant field and is formed in an odd number. At least one month before the competition events are held, the selection commission will publish information on vacant positions, the place and days of the competition, and questions that can be asked during the competition events on the organization's official website. A sample list will be posted.
Candidates apply to the Selection Commission in written or electronic form with an application in accordance with the appendix of this model regulation. The selection commission will examine the information provided in the candidate's application within five working days from the date of its receipt.
Candidates who have applied for participation in the competition will be notified by the Selection Commission about the time and place of the competition events five days before the start of the competition events. In order to determine the candidate's work experience and professional competence, the commission may conduct all or one of the test, interview and practical test events.
Candidate's results (competition results) are evaluated in the point system during the selection events. If the selection events are conducted only on the basis of tests, the candidate's results will be evaluated in a 100-point system. In this case, the test questions are 50 and each correct answer is worth 2 points.
If the selection events are conducted only in the form of interviews and practical exercises, the candidate's results will be evaluated in a 5-point system. According to the results, the candidate with the highest score is the winner of the competition and will be hired if there is a vacancy.
