The "Legal Information" channel on Telegram reports that the presidential decision "On measures to further improve the road industry" has been adopted.
According to the decision, from January 1, 2024:

types of work performed on highways include construction and reconstruction, repair and maintenance;
a system ("volume method") is introduced, which provides for volume and quality indicators for the preparation of project-estimate documents, implementation of road construction works, as well as their acceptance;
at least a three-year warranty service period will be introduced for the main structural elements of the objects where construction and reconstruction of highways have been completed;
seasonal restrictions on the movement of freight vehicles and road trains (trailers) (except for special vehicles) are established on highways during high temperature periods of the year.
The project of reconstruction of the 817-827 kilometer section of the international M39 Tashkent-Termiz highway in the direction of Tashkent-Chinoz will be implemented based on advanced foreign technologies and modern international standards, with the construction of a cement-concrete coating.

Engineering management and technical control of the project in the road construction facilities starting from January 1, 2025 will be carried out by independent organizations, including the private sector, in accordance with the practices and documents of the International Federation of Consulting Engineers (FIDIC) on the basis of outsourcing conditions.

Within the framework of the establishment of green areas along public highways, regional divisions of the state institution "Uzyo'ul-Kalamzorizam" within the Highways Committee are at the disposal of the Council of Ministers of the Republic of Karakalpakstan, regional and Tashkent city hokims. will be held.

From January 1, 2024, the private sector will be involved in the operation of public highways up to 20 kilometers long in the Republic of Karakalpakstan and its regions on the basis of outsourcing.

The following are organized as part of the Highways Committee:

"Uzyolkoprik" cluster and its regional branches;
State institution "Center for analysis of the technical condition of highways and traffic safety".
From 2024, budget funds for the construction, reconstruction and repair of inter-farm rural highways, cities, urban settlements, villages and farm streets will be allocated only through the "My Way" program.
