The law "On the anti-corruption examination of normative-legal documents and projects" was signed by the president on August 8, the "Legal Information" channel on Telegram reports.
According to the law, the entities conducting anti-corruption expertise of normative legal documents and projects are as follows:
Anti-Corruption Agency;
Ministry of Justice and its territorial divisions;
legal services of state bodies and organizations that are developers of draft normative legal documents;
state bodies and organizations responsible for ensuring the implementation of relevant normative legal documents.
Anti-corruption agency conducts anti-corruption examination of regulatory legal documents in the following cases:
on his own initiative - in cases where the fact of violations related to corruption is revealed during the application of any regulatory legal documents, including the results of studies and inspections;
According to the orders of the chambers of the Oliy Majlis and their bodies, the president.
Ministry of justice:
Draft laws of Uzbekistan, decrees and decisions of the President, decisions of the Cabinet of Ministers;
conducts anti-corruption examination of orders and decisions of ministries, state committees and agencies that are subject to state registration.
Non-governmental non-profit organizations, self-government bodies of citizens and mass media have the right to conduct a public examination of regulatory legal documents in accordance with the procedure established by law, and within the framework of this examination, suggestions and recommendations can be developed to eliminate the factors that cause corruption.
Citizens of Uzbekistan, self-governing bodies of citizens, non-governmental non-profit organizations, mass media can participate in the process of anti-corruption examination of normative legal documents and their projects conducted by state bodies and organizations.
The main factors causing corruption in normative legal documents and their drafts include:
factors causing corruption related to the stability of norms and legal compliance;
factors causing corruption related to powers, rights and obligations;
factors causing corruption related to administrative procedures;
factors causing corruption related to control activities.
The register of experts on conducting anti-corruption expertise of normative legal documents and projects is maintained by the Ministry of Justice.
Anti-corruption agency provides methodological support to state bodies and organizations during the anti-corruption examination of normative legal documents and their projects together with the Ministry of Justice.
The law came into force on the day of its official announcement.
The law "On the anti-corruption examination of normative-legal documents and their drafts" was reviewed and approved at the forty-second session of the Senate held on June 22. The senators noted that this law will serve to further improve the legal basis of fighting corruption in Uzbekistan, to prevent corruption cases, and also to increase the quality of current and adopted normative legal documents.
