Alexander Bastrykin, chairman of the Russian Investigative Committee, proposed that migrants with Russian citizenship be deprived of citizenship if they refuse to participate in hostilities in Ukraine. 

“While the special military operation is in progress, I think it is necessary to involve them (migrants) in conducting a special military operation. If you are not ready to fulfill your military duty as a citizen of the Russian Federation, it is necessary to make a decision to deprive such a person of citizenship,” Bastrikin said.

The head of the Investigative Committee is not talking for the first time about the involvement of foreigners who have received a Russian passport to participate in hostilities.

In January 2023, he stated in an interview with”Rossiyskaya gazeta “that it was appropriate to” consider the issue of prioritization of naturalized persons to participate in special military operational tasks".

He said that in the first half of 2022 alone, more than 60,000 former Citizens of Uzbekistan, Tajikistan and Kyrgyzstan received Russian citizenship and “thus assumed not only rights, but also constitutional obligations to protect the state that adopted them.”
