Putin noted that illegal entry into the country is considered a "nurture environment" for extremism and crime. According to him, those who do not respect the traditions, history, and language of the country should not be allowed to enter Russia. This rule should be the main principle of the country's migration policy, he said.

The Ministry of Internal Affairs of Russia proposed to reduce the temporary stay of migrants in Russia to a total of 90 days during one calendar year.

About 110,000 illegal immigrants were expelled from Russia in 2023. This is 65% more than in 2022.
