The head of state noted that new realities have already emerged in the South Caucasus region. Aliyev stressed that recent events in the region should be considered in the context of almost 30 years of occupation and military aggression of Armenia against Azerbaijan. In his opinion, without considering the consequences of this occupation and aggression, it would be wrong to put forward views related to the future of the region.
Aliyev said that Armenia sought to perpetuate the occupation of Azerbaijani lands. The mediation missions carried out during the occupation were completely unsuccessful; the consequences of the occupation and aggression were not eliminated.
The head of state emphasized that Armenia has not fulfilled the obligations arising from the statement of November 10, 2020, signed after the 44-day Patriotic War. Thus, Armenia not only did not withdraw its armed forces from the territory of Karabakh, but even deliberately used this territory for the transfer of military equipment, armed forces personnel and mines. In addition, Armenia has not fulfilled its obligations to create a connection between Eastern Zangezur and Nakhchivan, Aliyev noted.
The President emphasized that these issues are a thing of the past. There are currently very good opportunities for a peace agenda in the region.
The head of state said that after the 44-day Patriotic War, it was Azerbaijan that came up with the initiative for a peace treaty and the principles that form its basis. Aliyev stressed that Azerbaijan is a supporter of sustainable peace in the South Caucasus and supports the regional peace agenda, normalization of relations and the signing of a peace treaty with Armenia.
The head of state said that although Azerbaijan currently presents a clear and transparent program regarding coexistence and the right of return, Armenia denies the right of Azerbaijanis to return to Armenia and has not presented any view in this regard.
At the meeting, it was noted that the OSCE Parliamentary Assembly can become an effective platform for building trust between the delegations of Armenia and Azerbaijan.
