Hokims to Shift Focus Toward Root Causes of Public Grievances

Today, March 13, a video conference was held under the chairmanship of President Shavkat Mirziyoyev to discuss elevating the system of public appeals and conducting an in-depth analysis of public opinion.

During the meeting, the President proposed several initiatives to enhance the efficiency of the People's Receptions. It was noted that while 90–95% of appeals were initially formal complaints when the Receptions first opened, that figure has since dropped to 60–65%.

The President emphasized that mayors (khokims) must now go beyond merely resolving the issues raised in applications; they must address the root causes of these problems. Consequently, a new system will be implemented where People’s Receptions transition from being simple application centers to diagnostic centers for regional issues.

Using the city of Karshi as an example, the President illustrated how the new system would function. Last year, 11,000 appeals from Karshi residents were analyzed. For instance, an inquiry into why 255 individuals evaded alimony revealed that 193 were skilled but unemployed, while 62 were underreporting their income.

Under the new approach:

• The Mayor's office, banks, and assistants will work with employment and enforcement bureaus to involve these citizens in entrepreneurship or fill vacancies in local industry and service sectors.

• Alimony payers wishing to work abroad will enter tripartite agreements to receive language and vocational training for high-paying overseas jobs.

• The Tax Inspection and the Department under the Prosecutor General’s Office will work together to bring "shadow" incomes into the light.

This initiative is expected to improve the financial support of nearly 700 children. Furthermore, regarding 146 appeals concerning wage delays in Karshi, the First Deputy Mayor will analyze the financial health of the organizations involved, while the Deputy Mayor for Investments and banks will assist with issues regarding raw materials, working capital, and market access.
