France lifts restrictions on Durov

The French government has completely lifted the travel restrictions imposed on Telegram founder Pavel Durov. According to Bloomberg sources, this decision was made on November 10. Durov is said to have complied with judicial supervision and been questioned three times. He is now free to leave France and is no longer required to register with the police. Durov was banned from leaving the country after being arrested at a Paris airport in August 2024. In June 2025, the restrictions were eased and he was allowed to travel to Dubai. He was detained as part of an investigation into Telegram’s failure to adequately moderate content and its failure to cooperate with French law enforcement. It is said that he could face charges of terrorism, drug trafficking, fraud and crimes against children. Durov called the accusations unfounded and said it would be illogical to hold the company's CEO responsible for crimes committed by platform users. He acknowledged that the percentage of criminals on Telegram, although not large, had increased slightly, and said that measures would be taken to address the problem. Durov's fortune is estimated at $14.7 billion.
