Family with children-mowgli found in Almaty: mother will be deprived of parental rights

The mother of the Mowgli children in Almaty will be deprived of parental rights, the Ministry of Internal Affairs of Kazakhstan said.

According to the police, the alarm was sounded by the inspector of the juvenile police of the Medeu district, who for several days tried to check the family of citizen X. born in 1982 - she was registered by the police as dysfunctional.

It turned out that the family came from Pavlodar, it was registered in May 2023.

"During the inspections, the woman was reluctant to make contact. During the next inspection, on August 8, I felt something was wrong: sounds were heard in the house, but no one opened the door," said Aizhan Butabayeva, a district inspector for minors of the Medeu district.

A local district inspector, emergency workers and representatives of guardianship came to the scene of the incident. The door was opened.

"The woman was at home in a state of moderate intoxication, as confirmed by the examination. The children – a girl, born in 2016, a boy, born in 2018, and another boy, born in 2020, were unkempt. The house was unsanitary. The children were immediately taken to the support center for children who found themselves in a difficult life situation," Butabayeva added.

The materials will be submitted to the Commission for the protection of the rights of minors for further deprivation of the woman's parental rights.

Earlier it was reported that a family with children who had been living in inhumane conditions for several years, among mountains of garbage and dirt, was found in Almaty. The youngest child was undressed and lagged behind in development.

This is not the first case with Mowgli children from Pavlodar region.

In 2022, four Mowgli children were found in a rented apartment in Ekibastuz, emaciated, undressed and lagging behind in development.

All the children did not eat for several days, could not move independently for a long time - doctors urgently hospitalized them. After the scandal, an internal investigation was conducted, akims of Aksu and Ekibastuz received reprimands for missing the situation with children. About two dozen officials, responsible persons and doctors were disciplined. The deputy head of the department of the local police service of the police department was dismissed from his post, and the head of the education department of Ekibastuz also resigned during the internal investigation.
