The Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan again welcomed honorary foreign guests – a lecture entitled "Dialogue on neutrality" was held here on Monday.

They arrived in Ashgabat for the international forum "The role of neutral states in strengthening security, stability and dialogue within the OSCE". The event is organized jointly with the Parliamentary Assembly of the Organization for Security and Co-operation in Europe and will be held on May 16.
The European guests were welcomed and introduced to the audience by the Rector of the IMO of the Ministry of Foreign Affairs of Turkmenistan Jumamyrat Gurbangeldiyev. Students and teachers of not only the Higher School of Turkmen Diplomacy, but also the Turkmen State University gathered to listen to the experts.Makhtumkuli and the International University of Humanities and Development.
The dialogue was moderated by the former Chairman of the OSCE Parliamentary Assembly Kristina Muttonen, and the speakers were senior expert of the OSCE Parliamentary Assembly, Ambassador Lamberto Zannier, Professor of the Austrian Institute of International Relations, Doctor of Philosophy Heinz Gartner, Professor of the University of Basel Lauren Gaucher.
Turkmenistan, as an OSCE participating State, continues fruitful cooperation with the Organization in strengthening cooperation and security in the region and the world. On July 8, 1992, Turkmenistan signed the Helsinki Final Act, the founding document of the OSCE, and became a State party to the Conference on Security and Cooperation in Europe (CSCE), which three years later was transformed into the Organization for Security and Cooperation in Europe (OSCE).

The OSCE Center in Ashgabat, founded in 1999, assists Turkmenistan in fulfilling its OSCE commitments on key security dimensions.

The priorities of cooperation with the OSCE for our country are the creation of effective mechanisms for the prevention and neutralization of international conflicts, countering political and religious extremism, transnational threats, drug trafficking and cross-border crime, the development of a modern model of international cooperation in the economic, energy and environmental sectors.

Ambassador Lamberto Zannier told students and teachers about the formation of the concept of neutrality and the use of its tools in integration processes in the OSCE area. Dr. Heinz Gartner revealed the peculiarities of Austrian neutrality in the implementation of approaches in the field of foreign policy of his country, and Professor Lauren Gaucher told about the specifics of the Swiss model of neutrality in the context of European strategic culture.

Modern realities bring the world community back to the need to rethink the concept of "neutrality" and more actively use its principles in the search for peaceful solutions and strengthening common security, the speakers noted, emphasizing the role of neutral Turkmenistan in promoting a culture of peace and trust.

A meaningful and relevant lecture by European experts will be available in a video on the website of the IMO of the Ministry of Foreign Affairs of Turkmenistan, a separate program will be dedicated to it on national television.
