Shavkat Mirziyoyev reviewed a presentation on reducing bureaucracy and increasing control efficiency in the construction and housing and communal services sector. The presentation proposed simplifying public services, reducing permitting processes, and fully digitizing control. Some of the 8 documents required to start construction have been canceled, speeding up the process by 7 times. According to the new regulations, the design permit and architectural assignment will be combined into a single document and issued automatically through "ShaffofAI". The licensing system will also be simplified, reducing the decision-making period from 14 days to 5 minutes. The process of accepting construction facilities for operation will also be simplified, reducing the period from 2 months to 15 days. In addition, mandatory video surveillance will be introduced for large facilities, and control against illegal construction and the shadow economy will be strengthened.
In addition, the “Transparent Construction” platform will maintain a rating of inspectors, and the quality of construction materials will be monitored through an electronic system. The President approved these proposals and gave relevant instructions to increase efficiency in the sector.
